Ian Ashton, who works at 420 Clinic in Calgary’s Inglewood neighbourhood, welcomes Colley-Urquhart’s proposed municipal rules to control a potential proliferation of businesses like his and stop them from popping up near schools.

The company helps patients understand federal laws and connects them with licensed growers. Clients looking for prescriptions can also get access to doctors, but they must present medical histories documenting long-term chronic pain and failed attempts to alleviate it, Ashton said.

“Medicinal marijuana is your last resort,” he said. “They’ve had to have tried different medications, different opiates, physiotherapy, and things haven’t gotten better.”
